On Nov. 25, at approximately 11:45 p.m, a routine vehicle search was conducted near Mount Vernon Avenue and Barton Road in Grand Terrace by the San Bernardino County Sheriffs Department. The individual involved in the incident was identified as Carlos Torres.

A records check revealed that Torres was on Post Release Community Supervision and was a convicted felon.
